toshiba sd-r6112 reads data dvds not video

I have a toshiba sd-r6112 and though it reads data dvds just fine it wont read video dvds. I checked the region setting (set to 1 as should be) double checked the drivers and reinstalled old players as well as the freebie window and videolan players. Nothing seems to work. suggestions would be most appreciated.

Have you deleted the upper and lower filters in the registry?
