If the laptop has a floppy you can boot with a Windows 98 Boot Disk and use FDISK to kill the partition and create a new one and format. You can find boot disk images here (http://www.bootdisk.com/bootdisk.htm) and if the laptop does not have a floppy there may be a bootable CD image you can use.
What operating system where you planning on putting on there? And specific model and PC specifications would be helpful.
