I am talking about a stand alone computer with Vista on it. No netware needed.
I get an error message stating that butil is not a win32 application.

Probably not. Vista does not support old, 16-bit, or pure DOS mode apps any longer. Some DOS mode apps run in the CMD window but many won't.
