Does windows come up asking for drivers for anything you don't recognize maybe? If not go to device manager (right-click on My Computer, properties, device manager)and remove anyhting listed under "other devices" then reboot. If thats not the problem, make sure the sound is enabled in the cmos (its usually, but not always, under peripherals). Also check the manual to see if there is a enable\disable jumper on the board that may be disabled.
If that is all OK and it still isn't working, try going to add new hadware, pick to look at list of hardware, NOT to autodetect for devices. Pick OTHER DEVICES (NOT sound) then "have disk" then point it to wherever your sound card drivers are (probably on the CD came with the mother board)
Was it ever working with 98 or did you just install\re-install 98?
