I use old Pentium Pro 200,64m ram, to build my NT-4 server, is it good?
How much difference between dual pentium Pro 200 MB?
How much difference between AMD K-2 333 system?
I want build a good web server.

Just depends on the ammount of traffic and what you are serving. Generally speaking Memory is going to play a much larger part in server speed than processing power. Try upgrading to at least 256MB of ram first.
Also what content will you be serving? Any server software that streams media, or runs actively on the server will use CPU cycles - I do not expect IIS to really be slowed down by a PPro 200, nor would I expect a huge increase from another PPro CPU.
When designing your server look at the bottlenecks you have in order of speed, ie. a cable modem gets 1.5Mbps (max), 10 BT NIC is 10Mbps, SCSI is 14 MBps, etc... there is no point in using a speedy processor when your largest bottleneck is the transmission line and a larger processor will not be able to increase that.
