Seen this lots in our store service department. It is obvious the people here are just throwing time wasting options your way. This occurs from a windows update that gets partially installed. Boot up PC in recovery mode and run system restore and to restore to a previous restore point. Every thing will be fine after that. Then re-run your windows updates. Don't waste your time running pointless scans. This problem can be fixed in under 10 minutes.
