It has AGP slot + onbaord VIDEO
GF XCEL chipset
two PCI slot
on board modem
It looks like PC CHIPS garbage but I'm not to sure
any thoughts

It is PC-Chips most definatly.
It could possibly be this <a href="http://www.pcchips.nl/products/mainboard/Systemboards/mb-758lmr.htm" target="_blank">board</a>
The GFXel chipset is a SIS630E.
