I think it should be possible to boot off of a USB hard drive, but not maybe people just have one sitting around. there are USB cdroms around, too. but if you're not looking to buy anything new and don't know anyone who you can borrow it from....i don't know what to tell you. what kind of laptop is it?
Screw out your HDD and make it bootable on an other system. If you have enough room on your HDD you can place the *.cab files from the windows setup dir on your HDD too. Now you can boot and install Windows on your notebook.
