I tried it and thought it sucked. You could run it on startup but there was no way to minimize it to the tray. I found that it was way to intrusive for my liking.

Check your CPU fan to make sure it is spinning. If your system is hosing, could be a heat issue.

As far as I know you can't do that. You would need to elevate their status to either Power User or Administrator and make the change, then knock the status back down to User.
