Using WSH or VB login scripts you can edit the registy. you can check key values and if ture or false perform action. (regedit)
just add it to the login script. That will work for all NT4 and 2k....

no, you can still set up policy.
in the policy say the screen saver comes on at x mins and that it locks the computers. Then set the policy so users cant modify the screen saver tab in desktop...
