I solved the problem. I uninstalled:
All web toolbars
Google Chrome and
Spy Bot
I'm not sure which one solved the issue but at least it is fixed.

I never considered that as every thing else works fine. I am connected remotely now trying to solve the problem. IE 8 DOES load, just after a long wait of 5-10 minutes. Excel, PowerPoint, Word, etc....

If I remove the RAM and reboot, the CPU fan does not run and there is no beep.
If I leave the RAM in and reboot with the IDE cable to the CDROM {the 2nd CDROM has both IDE and power disconnected}...
