I am not 100% sure about the Alcatel Speedtouch 510 but looking on Google i really dont think it is windows 7 compatible.If it is provided by your ISP why not request a change to one that is windows...

Sounds like dead hard drive or ide cable. The motherboard supports booting via network hence the PXE boot. When it times out usually it will continue and boot from hard drive.

When you right click on the drive do you get an option to take it online?If so have you tried you set it to online?
If it does go online check and see if you now are able to access the files on it.

If XP/Vista/Windows7 then disk management right click the usb drive if seen there and partition it. You will then be able to format it.
