You can also use a Win98 startup disk and use the CD-Rom support option. After starting you will be taken to A:\ ... your CD should be E:\ try running setup.exe from there.

When formatting, it always good to remove the partitions on the HDD, re-partition and then format before installing your new OS.
Also, do not try and write at maximum speed, try one notch lower.

Try plugging the speakers to the jack infront of the CD, if sound works, something has been disabled somewhere like "mute" in your volume control settings.
