You might also try new IDE cables? Can you reach the BIOS when the drives are plugged in? Do you get errors about the drives missing or is it just not powering on ( ie lights come on but no picture...

Safe Mode and Last Known Good do not work either. User tried to repair using "repair disk" and said it did not help. As of right now I think the only option is to redo it... anyone else have any...
