IF the mobo is an Asus from Asus and not an Asus bought from Asus for use in a non-Asus computer, then the drivers from Asus should be the correct drivers.

Well, your last possibility, now that you have what should be ALL the correct settings and drivers, is to uninstall ALL the USB controllers from Device Manager and reboot. Full shutdown.

Have you verified in Bios that USB Legcy is set as Enabled, USB 2 is set Enabled, and USB high speed is set ?
Then, re-install the chipset and reboot and then re-install the USB drivers.
