I've noticed my system do this too. I use an old beta version of Mailwasher that won't 'sense' a connection to the internet explorer until I launch IE.
I don't know if it is a SP2 thing or a SP2...

the first suspect for me is viruses or malware.
I would have him check for those first before attempting a guess at anything else.
