Sounds like the PC is trying to boot from the wrong drive. Check the boot order in the BIOS setup.
Someone said pull out all USB memory drives. Good idea, this can cause exacly this problem...

You don't have any chioce: Outlook Express is a vital component of IE. IE won't opperate without it. Outlook 2003 is fine installed on top.
Remove Oulook Express and you have removed IE effectively...

Try reinstalling XP in Repair mode. You may have to reinstall a few things (probably not), but it should pickup most software and settings that you have. SP2 goes in again after that...

There are quite a few BIOS reseters on the web. Some are free. Just Google for them. They will reset the BIOS or just the password to defaults (no passwords).
