Intel didn't make modems, they made chipsets.

Try to start it in Safe Mode with Networking.
If it then responds, update all drivers and Win 10.

Perhaps I missed the part where any recovery partitions were mentioned BUT Dell would have had one for Win7 if it was shipped with that capability.

If this is a standard router type then pull the power plug from the back, leave it sit for 15 seconds, then plug the power plug back in and see it that fixes the issue.
