Sounds like you have a registry problem.

You could try reloading windows and see if it gets solved.

Windows will continue to load scanreg automatically if it suspects you have a registry...

Here's the deal.

I have a Abit BE6. Its fully controlled via the bios for all its functions. It has a promise IDE controller built on it.

Here's the problem.
