QOS isn't really that difficult to implement depending on what you need to prioritize. if you are in a 100mb switched enviroment and are having bandwidth problems I would do some more investigation...

Exchange should replicate with AD as long as you have sites setup, you don't need any third party software, the biggest problem you will have the low speed wan link, buy an exchange book and read up...

If you are looking for some decent tools at a good price, check out home depot, they have almost everything you need, cable (really good prices) crimpers, rj45 ends wall plates tons of great stuff....

This really sound like DNS, if you are hosting more than one site with IIS internaly you will need to setup the addresses in IIS and DNS for this to work
You should really rethink running IIS on...

You should use the secedit tool. It is a command line tool that can refresh the domain policy local policy or remove a corrupt policy.
do a secedit /? to review all of the options try the policy...

llf is a low level format, I would suggest not wasting your time doing that.
if you do have bad sectors (sounds like you do) this will more than likely continue to get worse, and having scandisk...

Make sure the computer account is in AD users and groups and jsut set the network properties in w98 (client for ms networking) to connect to the domain
