My own handbuilt system was performing fine until I added in a 9800 Pro.

ME was designed for the media-minded home user whuile XP was intended to be a professional workstation OS.
Heck, Win98SE would be better than ME for stability.

Any of the Toshiba line of M or A laptops would be good in my book.
Most models offer the P4 along with Centrino CPUs.

A few clients where I used to work used the SparQ as a laptop backup tool.
Never heard them complain but we did have one user who kept hosing the drivers by re-installing an older CD version...

Are the USB ports you use located in the front of the PC - on the front panel?
I would check to make sure that they are properly wired.

The last older system I looked into needed to have its PSU cleaned out.
Right after I did that and rebooted, it blew up.
That suggestion of a notice is just smart.

I would start by booting with the WinXP CD and seeing if anything can be done from there, such as a new instance of the update, or a repair install.

Use a boot CD if you can to take a complete look at that disk outside of Windows.
Ultimate Boot CD has some tools to help you do that.

I don't think Windows or its re-installation is the problem here.
This looks more like a faulty monitor problem to me.
It could just be a coincidence

You could check out the BIOS to see if it can be disabled straight from there also, but the disabling in Windows Device Manager (or just disabling it in WinXP Network Connections with a right-click)...
