The services start with a login account. When you demote you kill off the user accout it was using. Change the account it uses and problems go away.

Don't forget that a 9x operating system can't address anything over 512meg of ram. You need to do a reg hack to that you don't kill the os.

Also, most (Almost all) NICs have utilities that can do this . They usually can be found on the drivers disk. Allow you to diagnostics, as well as find out if they're 10/100 full/half duplex.

What you need to do is run fdisk from a 9x boot disk. Run "fdisk /mbr" and reboot. You might also want to check the firmware on the HDD. What brand of drive is it???
