Found the fix for it, after all this time, putting power.exe into ms-dos autoexec.bat fixes the issue.

Issue I have tried that It doesn't help at all , when I install it and select "MS-DOS System with APM" it freezes the installation eventually , and I have to install it without APM for it to install...

I have a old Cyrix Mediagxm laptop , That I have windows 3.1 installed to it and I can't get the APM driver that comes with it, When I select "ms-dos system with APM" the windows 3.1 installer...
