Yeah I ran a compatibility check...
I also reseated all my cards, installed the Video Drivers I used for Win2k Pro..

Although XP bitched at me for not having it Digtally Signed, but I got the same results..

I popped in my backup harddrive and with my old OS installed Win2k Pro, and it worked fine even with the drivers that WinXP I installed at Windows Update...

Edit: I also used my new ATI RadeonVE, it's a brandnew card and it gave me the same issues, infact XP gave me that, "Warning that driver is incompatable with out software crap". Still nothing.

I even have a duplicate machine running Win2k, and it still ran ok...After running a battery of tests...it seems that Microsoft is just not allowing drivers that would usually work on the basis that they are not certified by Microsoft.
In which I believe the corporation would have to pay a "Royalty fee" to have their hardware and drivers tested, and then pay another fee to have the Digital Signature....

I would pop the card into my Linux box, but ATI doesn't make drivers for it...At least not yet..
