I am not 100% sure what you issues are but enable DHCP. That should really be all you need to do. Set it to obtain IP address automatically.
I would uninstall the RoadRunner software or at least disable it. Make sure if you have a firewall that it is allowing access to the modem so that it can get its IP address.
I am not sure what he has for a modem but make sure that it is also functioning. Proper lights and such.
Also in your network properties you can set it to show a systray icon. That is another way to know that your network is at least connected. Also, check that your NIC is functioning properly under xp.
