What are we working on here, Please list your system specs
I have seen hard ware problems cause delays especaily video cards, did you change any hard ware just before all this started happening?
Pull all your cards out ( except video ) and reboot,if the delay is gone then you know the video is OK, reinsert one card at a time, reboot after inserting each card, when the problem returns the last card inserted is the problem
Lots of work but you should find the problem
