camera and scanner wizard not showing up

I tried doing the restore and now the camera a scanner wizard shows up, but I am getting an error message " The computer cannot detect the scanner or camera". Please make sure the dcevice is turned on and is properly connected to the computer. I fthe computer still cannot detect the device, open Control Panel, click scanners and cameras, and then click Add Device. The device does show up in the device manager and there are no problems with the device. there are alos no problems with any other devices.

I get:

System restore
Camera and Scanner Wizard appears normal

THEN, somehow, the message " The computer cannot detect the scanner or camera" comes into the picture.

When? After what actions?
