A friend of mine wants to watch foreign tv-stations via the internet.
What kind of software and hardware is needed?

Software wise, it really depends on what format the stations are web-casting in. RealAudio has several foreign stations available on their Channel Guide. As to hardware, he should only need what he's already using to surf, unless it's a slow machine.

His machine isn't slow (Celeron built).
He was wondering if he could use a tv-tuner card. I told him no, but is real-player or any other similar problem reliable? What other program do you suggest?

I can't speak for other TV cards But I have had an Hauppage Wintv and now a Pace Tv Card and none of them offer any facility for the web.
I once installed webtv from win98 but this caused far to many problems with my system and got immeidately turfed off.
