Try installing the Win95 USB Patch (OSR2) I know it sounds mad, but it may work as it recognises USB devices very well, What BIOS is you M/B

I am using MSI m/b and running on Celeron 400. Hmmm..I dun think I can install the USB patch since it is designed for Win 95 as mine is running on MS Win ME.

Silly question.
Which drivers have you tried??? I don't know the particular modem, but I have got USB modems working before on ME by using the Win2K WDM drivers instead of the win9x ones. Worth a try if nothing else is working.
BTW which chipset is on the MoBo?
