Question Onboard USB and P2Pro, Biostar motherboard

Does anyone know what to do to get these USB ports working on the motherboard. Tried everything. I have win98se. Set up everything in the bios. Get this, I even bought a PCI USB card and plugged it in, configured, no IRQ conflicts, still don't work. Any suggestions. <IMG SRC="smilies/confused.gif" border="0">
