Norton Ghost 2001 creates a boot disk itself.
Have you tried Ghost 2001?

If you are running server, use the manage Network Clients menu, and select make network boot disk.
If it is 3com, their knowledge base has detiled instructions on how to do this for most NICs they produce.

First question is why are you copying a ghost image to the network? A ghost image isn't going to work on a Win2K network unless you strip the SID out.
With Win2K you use riprep.exe to install an image on a RIS (Remote Installation Service) server. The boot floppy you need would be generated by RBFG. http://support.microsoft.com/support...CH&SPR=WIN2000 is the link to get more info on the Remote Installation Boot disk. Remember, this is for clients that don't have a PXE (pre-boot execution environment) ROM on the network adapter.
