Mousing over the link reveals a russian destination site despite the appearance. What's funnier is that I use US Bank, not Citibank. I checked out www.andylau.net looks like someone's computer(s) have been compromised.

You can delete these emails,as we all get them, or you can get active and file a complaint. Each country has a site set up to take your complaint. The one in the US is;

This site is co-sponsored by the Federal Bureau of Investigation (FBI) and the National White Collar Crime Center (NW3C). Get enough complaints and maybe they can do something. But the problem for every scam they shut down 5 more spring up.
