I use a little app from www.dyndns.org and have a Windows 2000 server box running IIS ( W2K Pro will work too.) I actually am hosting 4 websites on one server, cable connection, dynamic ip. I've had no problems.

I also use dyndns.. no issues. works great. for an update program i'd recommend direct update, it runs as a service and is very unabtrusive..
