Something to try.
Have you tried to remove youre NIC driver and then re-install it. This sounds more network related than video card or IRQ problems. Is youre NIC onboard or in a slot?? If you have a NIC in a PCI slot you can try reseating it as well. Do you have any other network related problems?? Have you downloaded the latest patches from the Games website?? Do you use a HUB?? If so try just connecting straight to you're modem by bypassing the HUB. This could even be you're RJ45 network cable, try replacing you're cable.

Let me guess you have the new detonator drivers
I am running .net enterprise server rc1 and was curious if there was any difference in performance
after I installed the new nvidia detonator drivers (the non whcl, probably where the problems are coming)
I have the same stop errors, only once in a while while starting up a multiplayer game.
