unable to write to c: error

I'm installing a clean copy of Windows 98se onto a HP Pavillion N5130, and, amidst the installation, I'll receive a blue error screen stating that the computer is unable to write to drive c:.
I'm instructed to restart, and I get nowhere after restarting.

Has anyone encountered this at all, and how do I remedy?
Any help offered would be appreciated. Thank you.

Could be a drive issue. Have you run a through scan disk from dos? Are you able to format the drive?

I would suggest wiping the drive clean(if possible) and re-formatting and starting the entire thing from the beginning (if you haven't done that already).
It's good to be the King.
