CDRW's usually record as slower speeds, CDR usually ok long as you buy CDR's that accept higher speeds.

I'm using that same burner (mostly with Nero) unde WinXP and have never seen any situation similar to the one described here.
Is the burner on it's own IDE channel or is it connected to the same cable as the hard drive containing the buffer?

well...my x16 DVD is connected along with the burner
the LG GCE-8320B is master
the EPO x16 DVD is slave
should i disconnect the DVD and try to burn ?

I'm wondering about that too.
There shouldn't be a problem if both drives are correctly jumpered as master and slave, like on my own system (16x LG DVD as slave on the burner's channel), but...
What about your hard drive - what state is it in? Is it ATA133, 100 or less? Is it fragmented? How is it formatted (FAT32 or NTFS)?

my hard drive is connected on the primary ide channel and is the only drive there.it is ata100 (UDMA 5) , not fragmented and with file system fat 32.
motherboard Intel D850MV.
anything else .....?

Try using XP's native CD burning and see if you can write at full speed. One way or the other that should tell you whether Nero or the drive itself is the problem.

using XP's native CD burning at full speed failed....
what could be wrong with the drive ???
it burns fine at x8....i don't get it..

Try disconnecting the DVD and repeat the exercise.
Also Try the DVD as
Master and the CDRW as Slave
Then try it with a 80 pin ribbon.
Generally one of these solves the problem but not always.

Check the nero cache size and turn off xp native burning and reboot.

well....i don't think is that kind of a software problem because my computer ha dual boot win me / win XP and yesterday i installed nero on the win me and again the same problem....
i try to disconnect the DVD and give the burner another try.

Could it be the media?????
with a BenQ media i could only burn at x8 ......but
i just tried to burn a divx movie on a GPT media at x32 and it burned with no problems....
Should i just stick to medias that work with my burner or maybe i should get it checked out ??
