Windows 2000Pro MAJOR Problems

I am posting this for a friend since she is unable to get online much of the time. She is running:

Windows 2000 Pro Internet Explorer 6 Microsoft Outlook 2000 (9.0.0. Dell Pentium III The first problem was under Microsoft Outlook under Tools Internet Options: "Restrictions This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. OK"


On March 22, message: "Set or remove permission for a printer" March 23 Panda Online Scan. 1 suspicious @ 40,000 files/folders count (almost at the end of scan). It said: "Possible virus: C:\Program Files\Pest Patrol\Pest Patrol Memory Check.exe" "Restrictions in effect on this computer." every time she tried to open files, folders and other programs besides Microsoft that were on Desktop. Maybe the next day or so she started removing Pest Patrol, Ad-Aware, Spybot, etc. because she was unable to gain access to these. It said: "Restrictions in effect on this computer."
There is an exception in MOutlook today. Internet Options is not available under Tools in Outlook. AND opened Outlook to check the version and another window came up saying: "Windows - Virtual Memory Minimum Too Low" "Your system is low on virtual memory. Windows is increasing the size of your virtual memory paging file. During this process, memory requests for some applications may be denied. For more information, see Help. OK" There should be more than enough memory available except after all other programs were removed, the System Info showed the same amount as before. That was 11.7GB. This virtual memory paging file has been coming up when trying to use this or that. Staying w/MOutlook, looking at "About Microsoft Outlook" and pressed Security Info ... tells what kind of security it has. Pressed System Info under About ... says: "can't find the system information ok" The last button says: "Tech Support", pressed once, waiting. waiting. waiting., then pressed it again. and nothing!!!??? And, she keeps getting "Mail Delivery Error - click here (w/a yellow and black triangle" above lower right taskbar. Maybe 3 days ago, she lost complete use of Crazybrowser. She removed it from control panel then reinstalled it, then did it again. Worse than before.She couldn't access Internet Options there as well and couldn't surf. Kept getting "restrictions, denied, etc." Surprise, surprise!!! IE6 is still hanging on, even though she removed it from control panel, or so she thought. She tried re-d/ling IE6 yesterday and access was denied. She went to open My Computer then Properties to get data on puter and it says: "access to the specified device, path or file is denied." Then went to Manage under My Computer and it brings her to Computer Management. Tree in left column: Computer Management (local) System Tools Event Viewer Application ... she opened this and it has almost double the "Error" messages it had the other day. There is a Source column which has: "rasctrs" with every Error message. Category column: None Event: 2001 User: N/A Computer: my computer ID number These are the Sources and Event numbers: rasctrs 2001 Perflib 1008 There are ten: Warning messages, Source: MsiInstaller, Event 1001 Event 1008 errors: After 160 of stopped counting. There are around 12ish that are not errors...HELP
