OK that leaves us with three possibilities,

1: The unit you bought is faulty - try installing it on another machine to test this theory.

2: somehow the driver install corrupted and when you plug in the flash reader it doesn't do the next bit. To correct this you will have to uninstall every that has been done in safe mode with the device disconnected and disable onboard usb in the bios, then reboot to normal mode and check that all usb related stuff has gone. Shutdown, restart go into bios and enable the usb again, restart and allow windows to reinstall the usb hub and controller, shut down, restart and then try installing the drivers as per the user guide again

3: Ruslan is right - see his post above. This you can test by getting a known good USB device that is easily set up, such as a mouse and seeing if it will work on your machine. If it doesn't then I would recommend taking it to a reputable technician.
