So, you installed the graphics card, then it quit burning, then you formatted?
Or you installed the graphics card, formatted and it quit burning?

Its not outside the realms of possibility. Did you install the motherboard drivers? How about the windows updates?

i dont want to download the windows updates cause there's an update that gets in conflict with my new graphics card and fps will drop very low for about 4 or 5 seconds and then jump up again. this every minute. It was because of this i formated my hard drive in the first place. my graphics card is working fine now so no updates. I havent installed the motherboards' drivers, in fact i dont know if i have them but shouldnt win XP install does drivers automaticly?
When I try to burn i get Error 030C00 both in Nero and B's gold. I actually managed to burn once but in the end when it was writing TOC or disc information I froze again. not really froze but i could hear the drive powering up and down and got stuck there.

No windows does not install the lastest drivers automatically. It has a set of generic drivers that will work.
As to sp1 affecting your FPS.. which do you want more? To be able to burn properly and be better protected on the internet or to play games? Often the fps issues that are blamed on the service packs are more about the game setup and drivers than the service packs.

May I recommend an early retirement for that video card? Staying up to date on 'packs and other updates is important to maintain both your sanity and the safety of your information.
From what I gather from your description, that sound of startup-slowdown-startup when trying to burn a disc can come from the software not understanding what sort of disc is in the drive. Again, probably a driver issue.
So, in summary, deep six that video card, get your drivers together for all your other devices and reload. Should have a fresh clean start on things.
