What is this called and how do I show/hide it?

When you open a folder you have a blue area on the left. It has things like File and Folder Tasks, Other Places, Details, etc depending on what type of folder is opened. What is this blue area called? I have also noticed it is missing on some computers that come into the shop. How can I show it?
    thanks

XP removed the webview and replaced it with the common tasks pane.

Common tasks is only visible when you aren't in explorer-folder mode, so you would need to click the folders button on the toolbar to show the pane.

If the Common Tasks pane has been disabled totally, then you need to go into Tools>Folder options>General>Show Common Tasks
