Right, so can you do a tracert and nslookup from his pc then, just to see what the results are? Sounds like someone, somewhere is blocking the site. So maybe Time Warner hence trying another connection, even dial-up just to test.

I got this randomly, turned out to be a corrupted object in the temp internet files. Suggest you delete all objects, cookies and temp files in safe mode and try again.
Never, ever approach a computer saying or even thinking "I will just do this quickly."

I booted into safe mode, deleted all temp files, objects, downloaded program files, cookies, etc...
Still didn't work
tried MSN Internet exploder... didn't work
Tried logging on as another user... didn't work
used another machine on same connection... works fine
tried downloading netscape... didn't work
argh!
Don't ask me... I just work here.

do you have a firewall on the PC? Show us the tracert's and nslookup (just curious).
Do you smell something burning?....

Ok... I know how to use Ping and IP Config util... not tracert or nslookup... what is the syntax that I need to type?

nslookup (its a tad more complex)

Ok everyone... lets break out the champagne...
I fixed the problem...
Apparently my freind tried to access his site while I was originally uploading it one time (had to be the time I deleted everything from the webserver and did a fresh upload) and apparently got the error to begin with then...
So... all I did was delete everything again from the webserver and upload everything fresh... now he can see it and so can I...
Thanks SO MUCH for everyone that helped me... I learned a lot in the process...
