Welcome to Windrivers Max
Go to safe mode and uninstall powertoys
What did you want to achieve with power toys?
Never, ever approach a computer saying or even thinking "I will just do this quickly."

Thanks NooNoo for your fast post of help.
I did try the uninstall all ready, but it did not work.
it was still trying to load the target.dll .
I edited the reg and killed all keys with target.dll.
and that did not help.
then I tried the msconfig / boot and unchecked the box
for it. So now the error on boot up is fixed.
thanks for your time NooNoo.

start, run, type in
sysedit
click ok
have a look in win.ini and system.ini - that may be where it's being (erroneously) called from.
