Win98 Convert to NTFS
Can you convert Win98 FAT32 to NTFS?

I'm not clear as to the exact meaning of your query.
As you'll no doubt realise, Win98 has no native support for the NTFS file system. There are drivers available to enable reading of, and in some cases writing to, an NTFS partition, but if you mean to have Win98 itself run on NTFS I don't expect this would be possible, as Windows couldn't boot to load the NTFS drivers.
If you're wondering about an existing FAT32 partition created by Win98 being converted to an NTFS partition, then yes that can certainly be done, although you may end up with a poorly constructed NTFS partition with very small clusters and a badly fragmented Master File Table.
Please give us some more detail of your intentions if you'd like some more specific information.

Agreed,
Win98/ DOS (Without special Drivers) will not load if reside on NTFS partition.
