USB Host Controllers
Make sure you have the right USB chipset driver for your PC. I used to have the SAME EXACT problem when trying to use my pocket drive or my usb flash drive on my laptop. Now mind you simple things like my USB mouse would work. When I looked farther into it I noticed that I had some generic USB 2.0 driver at the top of my "Universal Serial Bus Controllers" heading in Device Manager. Once I found the right chipset drivers all of my USB drive devices started to work. Hope that helps.......

Is this XP Home or XP Pro? Is the user you're logged in as Administrator equivilent? Have you tried installing the device logged in as Administrator? Are you attached to a network? Are you on SP2? 250GB? Is that size drive even supported? Have you tried another USB port? Have you tried this drive on another PC? Are there any other errors in Device Manager?
I would suggest that you contact who you bought it from and ask them. Perhaps you're not the only person who's having this problem. Just because you bought this on EBay doesn't mean you aren't entitled to support. Most good Ebayers will help you when asked!

hi have you got service pack 1 installed ?
if not then you will have to go onto the compaq site for USB 2 drivers hope this helps

I had the same issue with a "mass storage device" with my laptop, but it was a CF card with a pcmcia adapter. I found, can't remeber where, a message that suggested finding atapi.sys in c:\windows\system32\drivers and renaming it to atapi.sys.bak.
Once I did that on the laptop and rebooted it worked fine.
