Dual booting two harddisks xp w98

I succesfully installed w98 and xp on two separate hdds.

In the boot ini I have marked the two start up possibilities.
While starting I get two choices, the first choice leads me to the hdd with xp and the second give a failure message and and says that <windows root> system 32\hal.dll is missing or corrupted.

I have tried everything, installing the hal.dll in the w98 installation but nothing works; who knows the solution, so I can make a choice for which system I want to boot.

While I'm sure this is not quite what you're looking for whenever I need to dual boot a system for someone (I don't dual boot, I just buy another computer : ) I install a win9x first onto the primary active partition and then install XP onto another partition. Seperate drives I believe works the same way.
