I don't think there's any one clear reason for light activity in the Tech Forums. Quietness in the Lounge is obviously due to departure of numerous Lounge posters. Losing the contribution of a member of the stature of Adept will disadvantage any forum - at least it was due to re-ordering of personal priorities, not any quarrel with WinDrivers. The same cause applies to the circumstances of several techs who post infrequently at the moment, eg NooNoo who is heavily committed with study and personal matters.
Burn-out is another thing, after 15 years of computing and 4 years posting on WD, I've got really fed up with computers and have basically taken a rest from computing this year. I got an E-MU 0404 sound card, new laser printer and CD printing inkjet at the beginning of the year, they are all unused & my P4 hasn't been booted up for 3 months.
Other factors already mentioned by other posters will be having their effect. Some queries are answered immediately in chat and never appear on the forums. The predominance of WinXP and the accompanying need to update hardware has reduced the call for older drivers, and changed the balance of tech queries toward security issues. A lot of the most active forums have HijackThis logfile analysis, which we don't, and even though you see a lot of repeat traffic ("I got infected again..." - mental image of Homer Simpson holding a skunk at arms length, "Marge, this skunk sprayed me... Aauuggh, its doing it again...!! ), if people do a search on a malware name, they'll get help sites with HijackThis forums. If they get helped there, they are likely to return there for other issues.
