Ouutlook 2003
Error: Cannot start Microsoft Office Outlook. The Outlook window cannot be opened.
Customer started having troubles with Outlook when trying to open an old .pst file that came from a former version Outlook.
The following are errors that come up when trying to open Outlook, there are number of errors each with a different file name at the end:
“The extension configuration file C:\Program Files\Microsoft Office\OFFICE11\ADDINS\dumpster.e…” Could not be installed There is an error in the syntax or format of the file.””
“Msspc.ecf”
“Outex.ecf”
“Dumpster.ecf”
“C:\PRAGRA~1\MICROS~2\office\office11\addins\Msspc .ecf”
Customer will be out of the office tomorrow (07/22/05) and Monday
1: Uinstalled office
2: Reinstalled office
3: Repaired
3: Copied files from one system to another
4: renamed the dumpster.pcf .old
Same problem happens

The KB has an article on the same problem in Outlook 2000, it may be worth a try.

Often, going to Control Panel, Internet Mail and configuring an Email account, valid or not may resolve this.

Have you tried creating a new PST and then importing the old PST into the new one?

Fix
Rename the profile log off and have the user log back in to recreate a new profile. Then copy My documents, Desktop, Favorites out of old profile to new profile. Also may have to find any pst files that were stored under local settings/application data/microsoft/outlook. Worked for me to fix this weird issue with dumpster.ecf, msspc.ecf and outex.ecf.
