Welcome to the forums randy 789
Could you give us more details as your computer, and the exact & full name of the Ati video card?
If the card is too old, then simply its not about having DirectX 8.1, its more that your video card is not DirectX 8.1 compliant and therefore cannot play games like Nascar Thunder 2004.

Sorry but you need a new video card to be able to run this game, best I can tell is your card has only 2mb and it needs 32mb....

The Rage II and Rage IIc and DVD are old, old cards. Good enough in their day but no chance of playingmodern games on them.
Pick up an Nvidia MX440 or similar if your on a tight budget, or better yet, if you have about £70 kicking around, go for an ATi X700 or Nvidia 6600 graphics card.
