Have you rebooted since Norton updated? Outlook Express should work just fine.

Some details on what you mean by OE not opening. Does it just hang at startup or not open at all?
Any specific error messages?

What version of Norton AV? Older versions used to do something funky with the pop settings, like changing them so they went to 127.0.0.1 which was the Norton pop service that was installed to scan the incoming emails.
Distant memories though so could be wrong.
What is your pop server set to?
