    ATI cooler question

Hi peeps just a small question here.... My videocard is ATI x800 pci express flavour its great but used to run noisey - I have replaced the stock cooler with a artic cooler v5 and its great but 1 thing the fan speed never seems to change even if I use ATI tool and set it manually !!! is that correct? It all seems toi work fine just that was niggling me. Is perhaps that the new cooler is so silent that I cant hear it kick up? Thank you in advance.
